        Growing development of wireless technologies with a distinctive feature of this technology and the extent of spatial independence of its influence among the people have caused governments to move towards the use of this technology in their services and transactions. Measuring the growth rate in the state offering these services require the m-government maturity model. The aim of this study is providing a model for m-government maturity with considering the strength and deleting the weaknesses of existing models. Scientists have developed many e-government maturity models but only two m-services models. In this article, e-government maturity models and the experiences of other countries are studied and analyzed with met synthesis method mobile. Then the results are validated by questionnaires and surveys with experts opinion and using appropriate tests. The results showed the Stages of this model are: Presence and release of information, interaction, transaction, vertical integration, horizontal integration, portal, Personalizing, optimization and innovation services. Three stages of transparency, accountability and democracy in this model, are parallel to the previous steps. Investment of private banks has concentrated on the presenting special services. That has led to more successful in attracting and retaining customers. To evaluate the influencing factors on banking services improvement, information technology and knowledge management as key factors were identified. This paper is to identify the most effective indicators to assess the impact of knowledge management and information technology for improving customer service of bank on customer satisfaction.180 experts of Bank Mellat is selected as population. In order to analyze the data from the structural equation modeling and LISREL software was used.         The mean shift algorithm is one of the popular methods in visual tracking for non-rigid moving targets. Basically, it is able to locate repeatedly the central mode of a desirable target. Object representation in mean shift algorithm is based on its feature histogram within a non-oriented individual kernel mask. Truly, adjusting of the kernel scale is the most critical challenge in this method. Up to now, no methods are presented that can perfectly as well as efficiently adjust and adapt the kernel scale during track when a target is resized. Another problem of mean shift tracking algorithm will be encountered whenever photometric properties of target texture changes. In order to solve these problems, this paper presents a modified mean shift tracking algorithm that is used a robust adaptive sizing technique. It can also cope with photometric changes of target template by adapting of its model in every frame of image sequence. In our proposed method, at first, the target window is adaptively resized with respect to spatio-temporal gradient powers of its pixel intensities in current frame and then mean shift algorithm is consequently applied to the resulted sizing window. Compared to standard mean shift algorithm, experimental results show that our proposed method, not only reduces center location errors of target, but also efficiently track it in the presence of changing illumination.         Hyper spectral remote sensing imagery, due to its rich source of spectral information provides an efficient tool for ground classifications in complex geographical areas with similar classes. Referring to robustness of Support Vector Machines (SVMs) in high dimensional space, they are efficient tool for classification of hyper spectral imagery. However, there are two optimization issues which strongly effect on the SVMs performance: Optimum SVMs parameters determination and optimum feature subset selection. Traditional optimization algorithms are appropriate in limited search space but they usually trap in local optimum in high dimensional space, therefore it is inevitable to apply meta-heuristic optimization algorithms such as Genetic Algorithm to obtain global optimum solution. This paper evaluates the potential of different proposed optimization scenarios in determining of SVMs parameters and feature subset selection based on Genetic Algorithm (GA). Obtained results on AVIRIS Hyper spectral imagery demonstrate superior performance of SVMs achieved by simultaneously optimization of SVMs parameters and input feature subset. In Gaussian and Polynomial kernels, the classification accuracy improves by about 5% and15% respectively and more than 90 redundant bands are eliminated. For comparison, the evaluation is also performed by applying it to Simulated Annealing (SA) that shows a better performance of Genetic Algorithm especially in complex search space where parameter determination and feature selection are solve simultaneously.         In a research, that this paper reflects its results, a model for stating the relationship between investment in IT and customer satisfaction was developed. This study starts with extensive literature review on investment in IT and customer satisfaction. Then, a conceptual model with four criteria (including Economic, educational, diffusion of ICT and telecommunication) and one latent variable (indicator of customer satisfaction) were designed. This model’s primary validity was approved through expert opinion. Then, in a field study in the organization under study, the required data have been gathered for testing functional approval of the model. In the next stage of research, by using SEM techniques and interactive regression equation in the form of path analysis and using the software like SPSS and LISREL , we concentrated the factors of relationship between latent variable and observed variables.         Mobile Government Ecosystem is one of the emerging ecosystems in Iran. The purpose of this paper is to identify and analyze the structure and identifying the role of each of the key stakeholders of this ecosystem. In order to achieve this purpose, by studying the related literatures and the models presented in these literatures, a mobile government ecosystem conceptual model is proposed, where four new key stakeholders are introduced: new trends in over the top (OTT) services, innovation and innovators, advertisement and advertisers, and mediators. Then, a questionnaire is designed to verify the factors identified in the model and to examine the effects of these factors on the mobile government ecosystem. The questionnaire was distributed to a random sample of 400 experts, where 363 responses were collected, and analyzed based on structural equation modeling. Networks on an optical chip are one of the simplest ways to solve the addressing problem between bulk interconnected networks. That's why high-performance, high-bandwidth multi-processor chips will be needed in the future. Optical chip networks were introduced as a new generation of on-chip networks that overcome all the limitations of this type of network and have many advantages such as high communication bandwidth, low transmission delay. And power consumption is low. On the other hand, networks on optical chips have challenges, one of the most important of which is the routing of optical data in the optical layer, because how the path is selected affects the optical loss factor. In this paper, routing algorithms free from the impasse of adaptive rotational models, circuit switching and various traffic patterns to reduce light loss in the optical layer by considering a 5-port unobstructed router and two-dimensional grid or Mesh will be provided.         Recognizing handwriting on paper, screen or in the air are some of the challenges in machine vision. Recognizing aerial text has many challenges due to its three-dimensional nature. In this research work, Persian digit recognition is considered in aerial text in which the user writes the digits zero to nine in front of the Kinect sensor in the air and the system is able to detect the above digits using the sensor depth information. In the proposed system, the k-means automatic clustering method is used to separate the hand and fingertip from the background, the proposed linear slope change method is used to extract the feature, and the hidden Markov model (HMM) category is used to identify the feature and figure. The detection accuracy of the proposed system for Persian cultivars with local database and 10-fold cross-validation is 98%. The proposed system was compared with the results of several similar works, these comparisons show that the proposed system works relatively better than the systems under comparison.         Social networks are one of the types of social media which in recent years has been influential in the lives of internet users so that forms of social communication is influenced by the new media and in the future will play a more important role. On the other hand the trust is one of the major causes of satisfaction and repeat use of the online service.This research employs elaboration likelihood model to identify the factors affecting the users’ initial trust in Facebook and it express that users change their attitude via a dual route including central route and peripheral route. Central cues include information quality and service quality, whereas peripheral cues include system quality, structural assurance and reputation. Self-efficacy moderates the effects of central cues and peripheral cues on initial trust. The populations of this study are Iranian users on Facebook. Data for this study through contacts with personal pages and pages of general (relating to groups, cities, activities, university, etc.) active in the social network were collected. For this purpose, link of online questionnaire to provide them on the website docs.google.com. In this questionnaire was used a five -point Likert scale from strongly disagree (1) to strongly agree (5) and finally 406 questionnaires were collected according to schedule and Morgan Jersey, which are well to conduct research in the infinite. Questionnaire validity by the opinions of experts and university professors and its reliability through Cronbach's alpha were provided and represents optimum reliability. Data were analyzed with Smart PLS statistical software. According to the results of the independent variables in this study, self-efficacy, reputation and structural assurance respectively with path coefficient 0.47, 0.23 and 0.2 have the greatest effect on the initial trust and system quality has minimal impact on initial trust with amount 0.07. The results also indicate that self-efficacy moderates the effect of system quality on initial trust. Therefore, since the self-efficacy apart from the moderating role directly also has the greatest impact on initial trust; social network designers should be a special attention to this factor so that it's learn is easy and it's use process is clear and understandable for users.         Learning to rank (L2R) has emerged as a promising approach in handling the existing challenges of Web search engines. However, there are major drawbacks with the present learning to rank techniques. Current L2R algorithms do not take into account to the search behavior of the users embedded in their search sessions’ logs. On the other hand, machine-learning as a data-intensive process requires a large volume of data about users’ queries as well as Web documents. This situation has made the usage of L2R techniques questionable in the real-world applications. Recently, by the use of the click-through data model and based on the generation of click-through features, a novel approach is proposed, named as MGP-Rank. Using the layered genetic-programming model, MGP-Rank has achieved noticeable performance on the ranking of the English Web content. In this study, with respect to the specific characteristics of the Persian language, some suitable scenarios are presented for the generation of the click-through features. In this way, a customized version of the MGP-Rank is proposed of the Persian Web retrieval. The evaluation results of this algorithm on the dotIR dataset, indicate its considerable improvement in comparison with major ranking methods. The improvement of the performance is particularly more noticeable in the top part of the search results lists, which are most frequently visited by the Web users. Manuscript profile

        One of the conventional methods in the field of image tracking of non-rigid targets is to use a repetitive procedure called average transfer in determining the central mode position of the target. The display of the target in the average transfer tracker is based on the histogram of spatial interpolation feature with a direction-independent kernel. The most critical challenge in the medium transfer detector is the kernel scaling. So far, no efficient and perfect method to adjust or adapt the kernel dimensions when the target dimensions change has been presented. Another problem of the average transmission detector occurs when facing a target with a variable radiation pattern. In this article, with the approach of solving these problems, the average transmission tracking algorithm with strong adaptive scaling is presented, while it solves the problem of the average transmission algorithm in the face of changes in the radiation pattern of the target by adapting the target model in each frame. In the proposed method, the dimensions of the window in the next frame are set first by using the power calculation method resulting from the time-space derivatives of the intensity of the image pixels. Then, the results of the window scaling in the next frame are applied to the average transfer detector. The results show that the use of the proposed algorithm, while reducing the target positioning error in comparison with the standard average transfer algorithm, also shows a significant efficiency against the changes of contrast 2 and target radiation pattern.         ۱٬۳۸۵ / ۵٬۰۰۰ Today, hyperspectral images are considered a powerful and efficient tool in remote sensing due to the wealth of spectral information and provide the possibility of distinguishing between similar complications. Considering the stability of support vector machines in spaces with high dimensions, they are considered a suitable option in the classification of hyperspectral images. Nevertheless, the performance of these classifiers is influenced by their input parameters and feature space. In order to use support vector machines with the highest efficiency, the optimal values ​​of the parameters and also the optimal subset of the input features should be determined. In this research, the ability of the genetic algorithm as a meta-heuristic optimization technique has been used in determining the optimal values ​​of support vector machine parameters and also selecting the subset of optimal features in the classification of hyperspectral images. The practical results of applying the above method on the hyperspectral data of AVIRIS sensor show that the input features and parameters each have a great effect on the performance of support vector machines, but the best performance of the classifier is obtained by solving them simultaneously. In the simultaneous solution of parameter determination and feature selection, for Gaussian kernel and polynomial, 5% and 15% increase in accuracy was achieved by removing more than half of the image bands. Also, the gradual cooling simulation optimization algorithm was implemented in order to compare with the genetic algorithm, and the results indicate the superiority of the genetic algorithm, especially with the large and complicated search space in the simultaneous solution approach of parameter determination and feature selection. One of the most important industries that must adapt to technological changes is the banking industry. The practical capabilities of some private banks in attracting and retaining customers have made them a top priority for investment. The purpose of this study is to investigate the effect of customer knowledge management and mobile banking on improving banking services and customer loyalty. Bank Mellat was selected as a statistical population with 180 service management experts and 130 simple questionnaires were distributed among the sample using simple random sampling. 120 acceptable questionnaires were referred. The purpose of this article is to examine the various contexts of value creation and big-data-driven business for startups that rely on data as their primary source of business.         Due to the significant growth of textual information and data generated by humans on social networks, there is a need for systems that can automatically analyze the data and extract valuable information from them. One of the most important textual data is people's opinions about a particular topic that are expressed in the form of text. Text published by users on social networks can represent their personality. Although machine learning based methods can be considered as a good choice for analyzing these data, there is also a remarkable need for deep learning based methods to overcome the complexity and dispersion of content and syntax of textual data during the training process. In this regard, the purpose of this paper is to employ deep learning based methods for personality recognition. Accordingly, the convolutional neural network is combined with the Adaboost algorithm to consider the possibility of using the contribution of various filter lengths and gasp their potential in the final classification via combining various classifiers with respective filter sizes using AdaBoost. The proposed model was conducted on Essays and YouTube datasets. Based on the empirical results, the proposed model presented superior performance compared to other existing models on both datasets.         Emotional analysis is used as one of the main pillars in various fields such as financial management, marketing and economic changes forecasting in different countries. In order to build an emotion analyzer based on users' opinions on social media, after extracting important features between words by convolutional layers, we use LSTM layers to establish the relationship behind the sequence of words and extract the important features of the text. With discovery of new features extracted by LSTM, the ability of the proposed model to classify the stock values of companies increases. This article is based on the data of Nguyen et al. (2015) and uses only the emotional information of people in social networks to predict stocks. Given that we categorize each user's message into one of the emotional classes "Strong Buy", "Buy", "Hold", "Sell", "Strong Sell", this model can predict the stock value of the next day, whether it will be high or low. The proposed structure consisted of 21 layers of neural networks consisting of convolutional neural networks and long short-term memory network. These networks were implemented to predict the stock markets of 18 companies. Although some of the previously presented models have used for emotion analysis to predict the capital markets, the advanced hybrid methods have not been performed in deep networks with a good forecasting accuracy. The results were compared with 8 baseline methods and indicate that the performance of the proposed method is significantly better than other baselines. For daily forecasts of stocks changes, it resulted in 19.80% improvement in the prediction accuracy, compared with the deep CNN, and 24.50% and 23.94% improvement compared with the models developed by Nguyen et al. (2015) and Derakhshan et al. (2019), respectively. Manuscript profile

        The Iran’s national enterprise architecture framework (INEAF) has been adapted from the TOGAF framework and its architectural development method. In this framework, the use of agility paradigm is emphasized, but there is no basis for using agile methods and techniques. Based on the results obtained for the researcher, the studied sources did not indicate all the necessary solutions and features to develop an agile methodology based on the Iran’s national EA framework. According to Mr. Gill research, each modeling standard is different in scope and function, and since a modeling standard alone cannot support all the requirements of agile enterprise architecture, combining modeling standards is a suitable solution. In this paper, an agile enterprise architecture modeling methodology including ten solutions with a combination of six modeling standards ArchiMate, UML, BPMN, FAML, SoaML and BMM based on the Iran’s national EA framework is presented. The evaluation of the applicability of the proposed methodology is performed by the combined method (qualitative + quantitative). Qualitative evaluation is performed through a case study and quantitative evaluation is performed using multi-criteria decision making methods including ANP and DEMATEL. Data collection and information gathering and determining options and criteria, is performed through library studies and field methods, and using questionnaire, interview and observation tools. Based on the case study, combination of six standards by agile enterprise architecture modeling method based on the Iran’s national enterprise architecture framework is applicable. For quantitative evaluation of applicability in this paper, according to experts, four options have been proposed, which are based on the final weight: support by known tools, the ability to cover the artifacts of the Iran’s national enterprise architecture framework, efficiency or effectiveness, ease of learning or teachability. For proper planning to develop or modify the process of social, economic and cultural influences in the digital transformation trend, it is necessary to provide a proper assessment of the position of electronic content and its status. Considering the various components of electronic content and also the areas affected by it, determining the status of native electronic content in the country requires having a suitable model to cover all dimensions and thus its evaluation. The purpose of this paper is to present an appropriate and local model to assess the electronic content in the country in terms of setting up programs and policies in this area, the effectiveness of the indices offered in the proposed model for different actors and stakeholders could be traceable based on the value chain.         Software systems are alive as long as they can be changed and used. Changing the source code without considering the consequences can lead to the architectural erosion of software systems. Architectural erosion gradually makes the system unchangeable and moves it towards deterioration. Architectural decisions in the source code are usually made using architectural tactics. These tactics are fine-grained decisions that are made to achieve a certain quality attribute. Recognizing these tactics in the source code, allows developers to change the code while knowing the implementation location of these decisions. This slows the architectural erosion process and delays the system's movement towards deterioration. Thus, this paper introduces a method based on semantic web for recognizing the architectural tactics presented in the source code. Based on this approach, the new concept of microtactic is introduced that increases the possibility of recognizing architectural tactics using a semantic web and ontological approach. To answer this question, we need a comprehensive definition of a correct BPMN2.0 process model, based on which we can evaluate the comprehensiveness of validation methods and strongly make sure that the considered method can discover all of the structural errors of the process model. In this paper, based on concept of general process models and the concept of soundness (based on process models created using Petri nets) and the generalization of its properties, i.e. Liveness and Boundness to BPMN2.0 process models, a comprehensive definition for a correct (sound) BPMN2 process model provided.         The purpose of this research is to present the framework of the national plan for transparency and information release. The research employs an integrated approach (qualitative and quantitative) and grounded theory as its research methodology. In the qualitative part، with an in-depth and exploratory review of upstream laws and documents، models، theories، plans، and white papers of different countries related to transparency and information release، data analysis was done until theoretical saturation through three stages of open، axial، and selective coding. To acquire the dimensions، components، and subcomponents of this framework، 129 concepts were extracted from 620 primary codes، which were reduced to 593 secondary codes by removing the duplicated elements. Finally، 24 subcategories were placed under the five main components based on the paradigm model. In the quantitative section، the results of the analysis of the questionnaire indicated that، from a validity standpoint، the total value of the questionnaire، in different dimensions، was between 0.87 and 0.92، and the reliability coefficient was between 0.73 and 0.78. Based on data analysis، the establishment of a supranational management institution for transparency and information release، the precise determination of exceptions، network governance، demanding transparency، adherence to frameworks، maximum disclosure and support for legitimate disclosure، and the establishment of a data governance center are among the subcategories emphasized in this framework.         The main purpose of linked data is to realize the semantic web and extract knowledge through linking the data available on the web. One of the obstacles to achieving this goal is the existence of problems and errors in the published data, which causes incorrect links and as a result, invalid conclusions. Considering that the quality of the data has a direct effect on the success of the linked data project and the realization of the semantic web, it is better to evaluate the quality of each of the data sets in the early stages of publication. In this paper, a learning-based method for evaluating linked datasets is presented. For this purpose, first, the base quality model is selected and the quality features of the model are mapped to the field under study (which is the field of linked data in this article). Then, based on the mapping done, the important qualitative features in the study area are identified and described in detail by defining sub-features. In the third stage, based on past studies, the measurement metrics of each of the sub-features are extracted or defined. Then, measurement metrics should be implemented based on the type of data in the studied domain. In the next step, by selecting several data sets, the metric values ​​are automatically calculated on the tested data sets. To use observational learning methods, it is necessary to evaluate the quality of data experimentally by experts. At this stage, the accuracy of each of the data sets is evaluated by experts, and based on the correlation study tests, the relationship between the quantitative values ​​of the proposed metrics and the accuracy of the data is investigated. Then, by using learning methods, the effective metrics in the accuracy evaluation that have an acceptable predictability are identified. In the end, using learning methods, a quality prediction model based on the proposed criteria is presented.
