  Due to the recent advances in electronic government (e-government) and given the fact that universities are recognized as the Leading of innovation and progress in society, the expectation of electronic-government maturity levels in universities is higher than other governmental agencies. Given the high human capital capacity, universities are able to adapt themselves to e-government faster than other governmental organizations. In order to meet these expectations, e-government in universities and higher education institutions must be continuously evaluated. In this paper, we developed a model for assessing e-government readiness at university level, which includes "university-affiliated" indicators and "university-independent" indicators; university affiliates indicators are: " Trust "," Executive Policy and Laws "," Human Resources "," Integrity "," Budget "," Technological Infrastructure "," Digital Culture" and "Supervision, Support and Coordination ", as well as the "National Infrastructure" indicator is an independent indicator of the university.   Along with the development of information and communication technology in all areas, information technology in the management and administration of countries has also developed and concepts such as e-government and e-governance have emerged. Although e-government emphasizes providing services to stakeholders by internet, e-governance emphasizes the need to change the way the government communicates democratically with its citizens. Identifying the components of e-government evaluation In addition to identifying the important aspects for the development of e-government in the executive apparatus, it is a tool to know the status of progress of the executive apparatus and identify strengths and areas for improvement in the development of e-government. The main purpose of this study is to study the criteria and identify the components of evaluating the progress of government executive bodies in the development of e-government under the title of e-government evaluation framework. Accordingly, the initial criteria have been identified based on a literature study. Then, with the help of expert opinions, the criteria are reviewed and defined. With the help of a questionnaire, the importance of each criterion in the development of e-government in the country's executive apparatus has been questioned through random sampling. After measuring the importance of the criteria from the perspective of experts, effective criteria have been categorized using exploratory factor analysis. The results of factor analysis show 27 criteria identified in six components; e-governance quality, e-governance leadership and motivation, productivity and facilitation, support, e-services management, and e-legislation are summarized. Another output of this study is the coefficient of the importance of each of the criteria in measuring the identified factor. Manuscript profile

  Today, many governments around the world are increasingly leveraging advances in information and communication technologies to provide electronic services to their citizens. But estimates indicate that e-government projects will fail miserably, both in part and in whole. Incomplete formation and poor supply chain performance are the most important reasons for the failure of these projects by researchers. Due to the fact that few studies have been conducted in the field of e-government service supply chain and its performance evaluation indicators, this study has studied the e-government service supply chain in Iran by studying the e-customs system. Also, using SMART criteria and ELECTRE I technique, it has identified the performance evaluation indicators of this chain. This study shows that just as the principles of e-supply chain in the manufacturing sector have been proposed by researchers, this concept can be generalized to the public service sector. The results also show that unlike previous studies on performance appraisal indicators, e-government service supply chain indicators have significant differences with traditional service supply chains.
