Identification and Analysis of Key Drivers of AI Development

Abstract :
Taking advantage of the innovative opportunities and economic benefits inherent in artificial intelligence, especially after 2022, requires the development of artificial intelligence and sound policymaking and careful planning for it. An important question that arises is what are the drivers of the development of artificial intelligence? Which obstacles and bottlenecks does this development face that, if resolved, can act as a driver for the development of artificial intelligence? And another question is whether there is a connection between these drivers? Among these drivers, which ones play a key role and influence others, and which ones have less influence on other drivers? The answers to these questions help policymakers to focus on key drivers in formulating policies that play a key role and have a decisive impact on other drivers, or play a strategic role in the system due to their influence on other drivers and their strong influence on them. In this study, nineteen key drivers were identified based on a study of research sources and obtaining expert opinions. Then, the direct and indirect relationships between these drivers were examined based on the interaction analysis (CIS) method and in the MICMAC software. Accordingly, two key drivers and eight strategic drivers were identified that need to be focused on by policymakers in the development of artificial intelligence. Also, eight independent and unrelated drivers were identified that neither have an impact on the system nor are they affected by it, and one variable was identified as being strongly affected by the system but without any impact on it.
